The rector of the Tashkent Medical Academy, Alisher Kayumovich Shadmanov, opened the event.

In his speech, he noted that despite the positive dynamics and changes achieved in the treatment and prevention of drug addiction disorders and mental health problems in general, the process of improving the organization of medical care continues. New resolutions were adopted: PP-No. 4190 “On Approval of the Concept for the Development of the Mental Health Service of the Population of the Republic of Uzbekistan for 2019 – 2025” dated February 13, 2019, which provides for one of the tasks, the introduction of innovative diagnostic and treatment and rehabilitation technologies for the treatment of mental and behavioral disorders in psychiatric institutions of the republic. PC No. 842 “On measures to improve the system of providing drug treatment to the population of the Republic of Uzbekistan” dated October 3, 2019 was also adopted, according to which, on the basis of the Republican Narcological Center, the Republican Specialized Scientific and Practical Medical Center for Narcology was created. And finally, on October 27 this year, the Law of the Republic of Uzbekistan No. 644 “On the prevention and treatment of narcological diseases” was adopted, which will enter into force three months after the date of its official publication. No less important is the international exchange of experience and knowledge, the clearest example of the effectiveness of this aspect is the international scientific bases UptoDate, Cochrane, Pubmed and many others, which have become a kind of benchmarks of medical data. Scientific and practical conferences with international participation are another example of an excellent opportunity for direct and open exchange of experience and research results. In conclusion, he thanked foreign experts for their cooperation and expressed hope for further bilateral development.
Then the floor was given by the vice-rector for scientific work and innovations of the Tashkent Institute for Advanced Training of Doctors, Shukhrat Ergashevich Atakhanov.

He noted that in Uzbekistan, at the initiative of President Shavkat Miromonovich Mirziyoyev, the country consistently continues to work on reforming the health care system. No less attention is paid to the development of science. In order to accelerate the development of sectors of the economy and the social sphere, the widespread use of scientific and innovative potential with the full mobilization of scientific, intellectual and financial resources, to determine priority areas for continuous reform of science for the future, to train independently-minded highly qualified personnel with modern knowledge, to raise work on the modernization of scientific infrastructure to a qualitatively new level, the Decree of the President of the Republic of Uzbekistan “On Approval of the Concept for the Development of Science until 2030” No. 6097, dated October 29 of this year, was adopted. All this creates a favorable basis for the development of medical science and practice, for the further development of which it is necessary not only our own scientific developments, but also interchange with specialists from other countries. International cooperation is a well-proven aspect of a successful healthcare system in any country.
Further, the head of the Department of Psychiatry and Narcology of TMA, President of the Association of Psychiatrists of Uzbekistan – Ashurov Zarifzhon Sharifovich continued the event.

The achievements of the narcological service, issues of improving the system of providing drug treatment, problems and ways of overcoming them, issues of diagnosis, treatment and rehabilitation of patients with various forms of addiction were discussed online. This knowledge contributes to the improvement of the quality of the organization and provision of drug treatment to the population, the introduction of innovative, integral and individual approaches in practical health care and medical education.

At the end of the event, Ashurov Z.Sh. expressed gratitude and hope for further fruitful cooperation. In turn, foreign experts also thanked the organizers and said that they are ready for further close cooperation in the field of education and healthcare.
